Former Joseph Stone Capital L.L.C. broker Andrew Pesner (CRD# 1971579) is accused of unsuitable investment recommendations. He has been registered with VCS Venture Securities in Hauppauge, New York, since 2021. Previously, he was registered with Joseph Stone Capital L.L.C. in Hauppauge, New York, from 2013 to 2022.
In July 1996, the state of Indiana sanctioned him to pay restitution in the amount of $10,000 to an Indiana investor, as well as a civil penalty in the amount of $5,000, and a civil penalty in the amount of $4,000, and was suspended from effecting securities transactions in the state of Indiana for a period of 90 days.

He has been the subject of seven customer complaints between 1995 and 2023, one of which was denied, according to his CRD report. The most recent complaint was regarding:
September 2023. “Suitabillity, Negligence, Lost Opportunity.” The customer is seeking $295,531.50 in damages, and the case is currently pending. The complaint was regarding equity OTC, and it took place while he was registered with Joseph Stone Capital L.L.C. and VCS Venture Securities.
Pursuant to FINRA Rules, member firms are responsible for supervising a broker’s activities during the time the broker is registered with the firm. Therefore, VCS Venture Securities may be liable for investment or other losses suffered by Joseph Stone Capital L.L.C.’s customers.
